ENVIRONMENTAL PROTECTION NOTICE Application No. 431957
Application for a permit amendment under the provisions of the Environmental Management Act.
We, Tolko Industries Ltd. –3000 28th St, Vernon, British Columbia V1T 6M1, intend to submit this amendment application to the Director to amend PA-2717, issued November 28, 1975 and amended November 27, 2023, which authorizes air emissions from a sawmill, plywood mill, and electrical power production (co-gen) complex.
The land upon which the facility (Tolko Armstrong Division) is situated is LOT 1, Plan KAP2917, Section 13, Township 7, Osoyoos Div OF Yale Land District, PID: 010-911-791, located at 844 Otter Lake Cross Rd., within the Township of Spallumcheen.
The amendment requests the following conditions be changed from:

Boiler #1 via Abort Stack EMS ID 105791 is for a maximum duration of 8 HOURS and the maximum frequency is 3 x/year for start-up and maintenance. Boiler #2 via Abort Stack EMS ID 105792 is for a maximum duration of 8 HOURS and the maximum frequency is 3 x/year for start-up and maintenance. Boiler #4 ESP field de-energized* EMS ID 242774 is for a maximum duration of 12 HOURS and the maximum frequency is 4 x/year for start-up and maintenance. *The ESP fields of the #2 ESP are de-energized on start-up of the No. 4 Power boiler to prevent explosion. The No. 4 Boiler must be operating on natural gas when the fields are deenergized. |

Unless the approval of the Director is obtained in writing, the authorized fuels to Boilers 1, 2, and 4 are: iii. Clean, non-hazardous, reclaimed wood waste, including pallet materials, to a maximum of 10% on a wet weight basis of the total biomass fuel supply calculated on a daily basis. |

In addition to the requested authorized sources, Tolko continues to operate miscellaneous sources with negligible emissions including carbide room ventilation, press ventilation, and welding shop ventilation.
